By Patricia A. Stoneking Well, it is indeed another great victory for gun owners and concealed carry permit holders in Kansas. HB2528 was vetoed by Governor Sebelius on April 13, 2007 but, in their wisdom, the majority of legislators saw it otherwise. The House of Representatives voted to override the Governors veto on April 25th with a vote of 98 to 26. Following suit the Kansas Senate also voted to override her veto on April 27th with a vote of 30 to 10. HB2528 is an extremely important piece of legislation in that it secures the uniformity of the concealed carry laws state wide. Cities, counties, municipalities and sub-divisions of the state will not be able to enforce or enact ordinances that are more restrictive than the concealed carry laws passed last year. It sees to it that the state occupies the field of law making where concealed carry is concerned and removed the loophole that cities were using to pass ordinances that are more restrictive. Cities will not have the right to prohibit concealed carry in parks, parking lots, greenways and such, as they were advised to do, by the League of Kansas Municipalities. Ordinances that have already been passed become null and void. This bill will be entered into the Kansas Register within the next couple of weeks. After the dust has settled a bit and the process is completed there will be updates issued concerning the rules and regulations for concealed carry permit holders. We will reserve listing those changes until it is officially published by the state to insure that there is no misunderstanding in the interpretation. If you would like to know how your legislator voted, you may go to the Kansas Legislature website at http://www.kslegislature.org/legsrv-journals/index.do and enter the date for the Journal which contains that information. We have much work to do at election time to see to it that legislators who oppose our gun rights are replaced with legislators who understand the importance of the Constitution, the Bill of Rights and the Second Amendment. If you would like to receive news and updates on the law, legislative alerts and information on election activity, please send an email to PAStoneking@kc.rr.com with your email address and we will add you to our mailing list.
